This ground-breaking publication is considered a blueprint for creating an energy policy for the state of Maine. After years of national leadership on energy issues, especially conservation and efficiency, Maine lost ground in the last two decades. This publication outlines reasonable and cost-effective policies, programs, and initiatives that are being used successfully in other states and that could be replicated here as well.
