Maine LegislatureNearly all proposed legislation gets reviewed, analyzed, and otherwise worked over in a committee before going to the entire Legislature. The Legislature is divided into 17 Joint Standing Committees, each consisting of 3 Senate members and 10 House members. Each committee has a Senate Chair and a House Chair. The Senate President and Speaker of the House appoint all committee members and chairs. Each committee is assigned at least one legislative analyst and a committee clerk to provide nonpartisan support and services to the committee.
